Article Abstract:

Research ethicists and university misconduct officers claim that academia's mishandling of scientific misconduct is often capricious and incomplete. It is believed that legal suits, strain and bad press of misconduct investigations are responsible for ignoring misconduct allegations by many universities.

Operator and funders report that lack of stable funding from agencies would lead researchers to lose access to information vital to their work. On the other hand, agencies want to fund innovative and hypothesis-driven initiatives, rather than ongoing infrastructure projects.
