South Africa sets out science options

Article Abstract:

The consultation paper published by South Africa's Ministry of Arts, Culture, Science and Technology reveals the deterioration of the country's science and technology research sector. It proposes ways in which to improve research administration, but still welcomes the comments of scientists and other interested parties on which solutions to adopt. Among the issues addressed by the green paper are the coordination of research funding and the government's options for funding research and development.

Pay rises eat into South African budget

Article Abstract:

South Africa's new minister of finance Trevor Manuel has increased research spending from 993 million rand to 1.13 billion rand in his first budget. However, much of the additional funding will go to salary increases. The main funding agency for research, the Foundation for Research Development, was awarded a rise of just 4% for distribution to universities and university researchers fear that their research capabilities will be reduced.

South African reforms slow to take shape...

Article Abstract:

The reorganization of the science base of South Africa has been slow because of the inadequate steps taken by the Government. There has been little change over the years in the pattern of budget allocation to the research councils. The research councils automatically receive their shares out of 90% of the science budget while they are to compete for the remaining 10%. There is a lack of transparency in the fund allocation process.
