The genesis of the UK coal crisis

Article Abstract:

Understanding the UK coal crisis in 1993 requires understanding the history of the Conservative government's energy policy since 1979. That policy focussed on ending the monopoly of union power held by the National Union of Mineworkers (NUM) and privatizing the coal industry. Until Oct 1992 these goals seemed to have been met: NUM had lost much of its power, the industry supplied less of the energy needs of the UK and it was soon to be privatized. As coal became less important, the nuclear industry was promoted. However, the strategic economic reasons usually cited for this preference do not obtain.

The US budget crisis can only recur

Article Abstract:

The budget crisis in the US has created friction between the administration and the Congress. The problem has its roots in global competitiveness. The government can neither increase top tax rates nor run persistent budget deficits. The US enjoys a major position in particular industries exemplified by Intel, Microsoft and AT&T. There is, however, a need to create jobs, train people and conduct research. These operations require a lot of financing but may be subject to budget reductions.
