Time for fair trading of supercomputers

Article Abstract:

Congress' move to block the procurement of a Japanese NEC supercomputer through an amendment to the National Science Foundation (NSF) appropriations bill violates the World Trade Organization's laws on dumping and the US-Japanese accord on supercomputer trade. Large areas of US government acquisition of supercomputers are closed to Japanese manufacturers and Cray Research, a US company, has become the major supplier to the domestic markets. Some US congress members view the alleged dumping of a NEC supercomputer system, approved by the NSF, as a threat to national security and believe, given an opening, NEC will flood the market.

Article Abstract:

The trade imbalance between the US and Japan is analyzed. Basically, the US is trying to cut its budget deficit by pressuring Japan to increase capital transfer by buying US federal securities and real estate and by building factories in the US. The distribution of wealth between the two trading partners would thus be more equitable. However, the US can also cut its budget deficit by encouraging technological innovations and increasing the trade of products based on these technological innovations. These will effectively increase the amount of wealth to be shared among trading partners.

US bucks rules on international trade

Article Abstract:

The US government has threatened to impose a 100% tariff on Japanese luxury automobiles if it does not reach a satisfactory trade agreement with Japan. The US claims that non-tariff barriers are being used by Japan to prevent US automobile manufacturers from increasing their market share. US trade sanctions, which are illegal under the WTO, will seriously harm US-Japan trade relations and the cause of free trade in general.
