Why not plutonium?
Article Abstract:
Japan plans to use plutonium obtained from nuclear weapons of what used to be the Soviet republics as fuel for fast nuclear reactors. The republics want to get rid of the weapons by giving away the plutonium in them. Regrettably, Japan intends that its new reactors will not employ the neutrons produced by fission to produce more plutonium out of fear that other countries may accuse Japan of accumulating this dangerous material. Plans dating from the 1970s for storing plutonium safely and under international supervision should be revived.
