Ethics standards for federal workers

Article Abstract:

The US Office of Government Ethics (OGE) has released 'Standards of Ethical Conduct for Employees of the Executive Branch' in Aug 7, 1992, to take effect 180 days after. This regulation addresses a wide range of ethical issues concerning federal employees, including accepting or soliciting gifts from outside sources, gift-giving between employees and seeking other employment. Also among the key issues covered by the regulation are conflict of interests, misuse of position, impartiality in performing duties and employee involvement in outside activities. The OGE has decided to scrap the proposal to prohibit executive branch employees from actively participating in associations after receiving almost 1,000 letters from associations and the employees themselves who protested against such limitation.

Benchmarking and corporate real estate - the search for performance standards

Article Abstract:

An analytical procedure called benchmarking may be a solution to the problem of how to define and measure the performance of corporate real estate portfolios. Useful, available, and definable benchmarks are those that: are relevant to corporations' operational and financial performance; are readily collected, interpreted, and communicated; and allow measurements to become standards between companies, markets, and different types of real estate. Appropriate benchmarks include occupancy costs, efficiency of utilization, and acquisition or construction costs per square foot.
