Article Abstract:

The year 2000 census will reflect demographic changes and should continue the population shift away from the northeast. The figures will affect the allocation of House seats and the drawing of congressional districts in states with more than one seat. Since the census will only recognize people who can be counted, many areas will be under-represented.

A mixed review on Congress

Article Abstract:

The record of the 102nd Congress, with respect to business-related legislation, was mixed. An important highway-policy bill was passed, but a strong measure on workplace discrimination was a defeat for business. The rest of the congressional record for 1991 was marked by indecision.
