Issues concerning the manner in which labor relations and environmental policy affect US international trade negotiations are examined. Topics include differences between Democrats and Republicans, trade agreements under former Pres Bill Clinton, and the challenges Pres George W. Bush faces at the Summit of the Americas in Quebec on Apr 20-22, 2001.

Sidney Weintraub of the Center for Strategic and International Studies discusses Mexico's economic stability for foreign investors and contrasts its status with that of troubled Latin American economies such as Argentina. Fiscal reforms, labor costs, currency exchange rates, infrastructure, and the maquila sector are discussed.
