Clinton and Gore unveil plans for streamlining government

Pres Bill Clinton and VP Albert Gore, Jr, proposed measures to reduce costs by $108 billion by 1998 and to streamline bureaucracy. Other measures included becoming more consumer oriented and reducing the government's civilian labor force by 12%.
