Clinton signed key agreements on his visits to Japan and South Korea Apr 16-18, 1996. In South Korea, he and Pres Kim Young Sam proposed future peace talks with China, North Korea, South Korea and the US. In Japan, Clinton agreed to return US military bases to Japan but retain US troop levels there.
