Article Abstract:

A directive mandating competition in the electric utility industry, with rate reduction in New York State as its major aim, has been issued by the New York State Public Service Commission. Competition in the wholesale market is planned for early 1997, with open retail access in 1998, and restructuring plans and rate proposals due Oct 1, 1996. Lower rates and dividends, along with stranded costs, make utility stocks untimely for 1996.
