Experience with 'Werkoverleg' in the Netherlands

Article Abstract:

A study of the Dutch management system known as werkoverleg is presented. This is a system using direct employee participation in decision making and worker consultation. Democratization, humanization and organizational expectations and motives are examined for trade unions, management and the government. A review of research on werkoverleg is provided. Results of a study in the Netherlands on decision making are included. Effects of werkoverleg are identified. Implications for quality circles are suggested. Conditions that are necessary for quality circle success are summarized.

The future labour market for R&D manpower in the Netherlands

Article Abstract:

The absence of any key policy developments for the period 1990-2010 indicates a high probability of having a shortage of interested workers in the R&D market. This prediction can be prevented by improving the job market prospects for potential R&D workers and by enhancing promotion of R&D related sciences in student programs. Since the projected labor market shortage is substantial, a combination of both policies is optimal for long-term conditions.
