Small business foresees a dark side to reform

The Ralph business tax reforms are expected to be beneficial for many businesses and raise higher levels of revenue. Small businesses, however, may not benefit as greatly as larger, more profitable enterprises because of the $1 million annual turnover threshold for qualification.
