Has new business creation in Russia come to a halt?

Article Abstract:

The growth in the number of small firms in Russia ended during the 1994-1996 period. This levelling off in business formation, which occurred at a time when the small business sector in the country, was still small by international standards, was caused by a number of factors. These include greater tax and regulatory burdens, barriers to entry caused by racketeering and bad government, the banking crisis, and the misuse of new businesses to plunder state enterprises.

A creative way to avoid layoffs

Article Abstract:

Specialty dessert and ice-cream company Rhino Foods Inc avoided layoffs during cyclical slowdowns through participation in an employee-exchange program (EEP). The program places unneeded workers in temporary jobs with other companies until they are needed again.
