Monetary row overshadows EU summit

Tension is building among the 15 members of the EU over the deadline for joining the EMU in 1999. Only Germany and Luxembourg can presently meet the budget and other criteria for membership. If all nations can not meet the target date, Europe would be polarized between strong and weak economies.

European Community leaders held their semi-annual summit in Copenhagen, Denmark, on Jun 21-22, 1993, to discuss how to stimulate economic growth. Little was accomplished at the meeting due to a discussion about job creation.
