Much is at stake in highway bill

Article Abstract:

Pres Clinton has requested $20 billion per year in a bill replace ISTEA, but this is less than is needed for highway repairs and improvements. Allocation of the funds is a controversial issue. The Highway Trust Fund is a possible source of additional highway funds.
