Patten delays publication of reforms

Hong Kong Gov Chris Patten Mar 5, 1993, stated that he would delay the presentation of his democratic reform plan to the legislature. Patten took the step in light of opposition to the reforms from the Chinese government, who would prefer higher-level talks.
