President Bush seeks broad trade powers

Article Abstract:

Political aspects of Pres George W. Bush's trade policy, together with economic and political development affecting countries bound by the North American Free Trade Agreement, are examined. Topics include difficulties Bush will have in passing his trade policy in Congress, due to provisions regarding the environment and labor rights; the politics of negotiating Bush's fast track trade authority; the sugar trade between the US and Mexico; and Mexican efforts to open US borders to the Mexican trucking industry.

Issues concerning US record trade deficits with Canada and Mexico, and other economic relationships among the three countries, are examined. Topics include the $2.7 bil trade deficit with Mexico and the $4.7 bil trade deficit with Canada; comparative trade with Europe and Latin America; US reaction to cabinet appointments by Mexican President Vicente Fox; and transnational mergers of the North American railroad industry.
