State legislators are taking a leading role in a number of business issues. In 1998 state legislatures are likely to deregulate the electric-power industry, regulate health insurance and cut taxes. Privatization and environmental regulation are state government trends.

Congress faces hurdles to action; regulatory reform is the main goal for business, but the election year and budget battles could get in the way

Business owners remain optimistic that the Republican Congress will push through more of its legislative agenda before the Nov 1996 elections. However, the GOP's Contract With America remains stalled, as it has been for months, as the budget is debated.
