The blind spot in Howard's vision: claims that the GST will cater for Australia's ageing population founder on simple arithmetic

Article Abstract:

Australian Prime Minister John Howard has stated that worries about the ageing of the population were the main factor behind the introduction of the GST. He appears to have conveniently overlooked data from Access Economics indicating that, by 2031, the extra revenue needed to meet the cost of ageing will be A$45.5 billion, which would need a trebling of GST income.

CGT cuts and political reality

Article Abstract:

Australian Prime Minister John Howard would like a rate reduction in capital gains taxes (CGT) to reward investors, but analyst Chris Evans fears that a rate reduction invites rorting. Evans also fears that a lower rate will complicate investor strategy and impose the necessity for stronger anti-avoidance legislation to avoid income switching. To address investors' concerns, an alternative might be to reform marginal rates rather than the CGT.
