The estate-tax toll on small firms

Article Abstract:

Balanced-budget proposals submitted by federal legislators and Pres Clinton include estate-tax relief for owners of small businesses. Small businesses such as Perkins Flowers must spend considerable time and money on estate planning to avoid having to limit their growth when an owner or part-owner dies.

Reform bill would rein in the IRS

Article Abstract:

Congress is likely to pass reform legislation to end taxpayer abuse by the IRS. Pending legislation would establish an outside board of directors, require an upgrade of the IRS computer system and give taxpayers more rights in dealing with the IRS.

Estate-tax break is tricky to figure out

Article Abstract:

The Taxpayer Relief Act of 1997 contains a special estate-tax break for family-owned businesses. But the tax break has so many requirements that many business may not qualify. The criteria for qualification are elaborated.
