Time for mortgage benefits

Article Abstract:

The number of home repossessions and mortgage arrears has decreased rapidly due to the economic recession in the UK despite income support. About 44,000 homes were repossessed in 1990 compared to 3,500 in 1980. Repossessions and arrears have inceased as a result of high unemployment, high interest rates and decreasing property values. The study suggests a mortgage benefit scheme based on the principles of the existing housing benefit scheme which subsidises low-income tenants' rents. Families on low income would receive 100% mortgage interest subsidies.
