USAID defense secret bids to rebuild Iraq

Article Abstract:

The US Agency for International Development defends preselected bids for rebuilding Iraq claiming, in the name of national security, the agency does not have time for a vetting process during war. The rebuilding campaign is still mysterious as war rages but Bechtel, Oarsons and Halliburton's Kellogg Root & Brown are lead competitors. No contracts will go to foreign countries, even Britain.

The states and the industry itself are belatedly moving to introduce national operating rules for brokers to stamp out rampant excesses. It is stated that brokers are the main cause of the increase in unscrupulous lending practice that has accompanied the property investment boom.
