Wanted: a fix with finesse for Year 2000 problem

Article Abstract:

The Year 2000 problem is drawing numerous solutions, but questions remain whether the answers can solve all the problems. A straightforward approach of using four digits to signify the year, instead of two digits, would require overhauling all programs and stored data. This labor-intensive process also would widen files to create room for the extra digits as well as change software needed to locate the information. Others advocate a less direct method of squeezing more than two digits in the current two-digit space programs. Bob Bemer proposes displaying bigits, or higher values on bytes in the 256-number ASCII format, as a special font. The 77-year-old programmer says the change would allow two-digit programs to continue working beyond 2000. Other solutions include using two digits that would measure the years since 1950 rather than the years since 1900.

Solve this problem, don't make it worse

Article Abstract:

Congress may lift punitive damage limits in employment discrimination suits, increasing the limits of the Civil Right Act of 1991. Congress should reevaluate the civil justice system to reduce the amount of litigation caused by federal regulations rather than encouraging more lawsuits.
