A beleaguered Balkan outpost of sanity

Article Abstract:

Montenegro and Serbia are the last two states remaining in Yugoslavia. The president of Montenegro, Milo Djukanovic, is an opponent of the Yugoslav president, Slobodan Milosevic, and there is a free press and pro-western democracy in Montenegro. There are also divisions, with northerners supporting Milosevic. A dual sovereignty has emerged, but there are fears that Milosevic could seek to take action against Montenegro. Montenegro has been hit by a collapse in tourism and legal trade, and is housing refugees as a result of conflict in Serbia.

Carl Bildt, a good Balkan Swede

Article Abstract:

Carl Bildt could be appointed proconsul of western countries in Kosovo, Yugoslavia. He has been organizing a rescue package for Kosovo from international agencies, and has been prime minister of Sweden. He is interested in foreign affairs and was initially hostile to the idea of bombing by Nato in the Kosovo conflict. This means that the US may oppose his appointment. He has argued for a major effort by European countries for reconstruction in the Balkans as a whole.
