A binary conflict ascending price (BICAP) mechanism for the decentralized allocation of the right to use railroad tracks

Article Abstract:

A binary conflict ascending price (BICAP) mechanism offers the most viable management system for a decentralized right-to-use allocation. The system, designed with the Swedish Banverket privatized railway in mind, factored in several potential problem-causing situations, such as safety standards and train intervals, rival companies behavior and their unrevealed values, and resource and market fragmentation. The results of experiments using the system show that it can solve technical problems and that it is possible to decentralize rail allocation.

Procurement auctions with entry of bidders

Issues concerning procurement auctions are discussed with emphasis on the impact of their organization. A comparison is made between the effectiveness of these auctions where bidders are informed or not informed.

Centralized vs. decentralized procurement: does dispersed information call for decentralized decision-making?

The positive and negative aspects of centralized and decentralized procurement are discussed. Decentralization can bring biased decisions.
