Article Abstract:

A plan for regional assemblies in England is likely to follow the setting up of unelected Regional Development Agencies (RDAs) responsible for economic development. There is support for regional assemblies, which could promote democracy through decentralization. These assemblies should not increase the total weight of government, so some layers of government should be removed to prevent the total weight increasing. There should also be referendums to ensure that there is strong demand for regional assemblies.

Parliamentary democracy in Britain appears to have been undermined, with few members of parliament present at most speeches, and select committees hampered by lack of resources. This could change if the select committee system is strengthened.
