Franc fortress: Banque de France

Article Abstract:

A bill that would free the French central bank, Banque de France, from government control and allow it to determine French monetary policy has been introduced in parliament. France is concerned about the effect foreign exchange dealers have on the franc.

President Mobutu Sese Seko of Zaire is one of several dictators who have personal assets stowed away in Swiss banks. But according to Swiss judicial-assistance laws, such money can be accessed only after a leader is removed from office.
