A new kind of hero

Article Abstract:

Filipino workers have gone abroad for decades and the numbers continue to grow as their homeland's economy stagnates and produces few new jobs. Between 3.5 and 4.5 million work overseas, and they sent home a recorded $2.6 billion in the first 11 months of 1994, up 29% from the year before. The actual total may be closer to $6 billion. Yet the separations have destroyed many families, and few invest the money. Some of the highly trained workers who go abroad must labor in menial jobs, then find their skills have lapsed when they come home.

Raising the bar

Article Abstract:

New Delhi has changed the rules regarding bids for regional telephone networks for the second time since opening bids in Aug. Telecoms authorities demanded new bids for most of the 20 regional networks by Jan 8, setting higher reserve prices for most and imposing a limit of three of the more valuable franchises for any one bidder. A coalition led by tiny Himachal Futuristic Communications caused much of the upset, bidding astronomical amounts that officials seem to think come closer to the proper bid size.

Foreigners beware

Article Abstract:

China has an undeveloped system for determining employer liability and employee compensation in workplace accidents. The country caps compensation at 36 months' salary for death and 48 months' for disability; by comparison, $800 may suffice in Thailand but Hongkong sets a $100,000 limit, and $700,000 would be average in the US. While China has no precedent for lawsuits in such matters, an accident like Union Carbide's in Bhopal, India, could lead to similar suits.
