A poor show

Article Abstract:

Anti-poverty proposals by Brazilian Senate president, Antonio Carlos Magalhaes, include a tax on business to finance social projects. Financial markets are concerned about the proposals and the Brazilian real has dropped in value. Magalhaes may be seeking to distance his Liberal Front Party from the government, or he may be seeking to remind the president, Fernando Henrique Cardoso, not to take him for granted. Poverty could be increased by the proposals, which could mean a delay in other measures planned to tackle the problem.

Egypt's waiting game

Article Abstract:

Egypt is holding elections on Sep 26 1999, and this involves a referendum on a single candidate, Hosni Mubarak. He is seen as likely to win if he faced another candidate, despite perceptions that Egypt's political system should be reformed. The opposition is seeking direct elections with more than one candidate, the setting up of political parties and labor unions, and the end of emergency laws. There are questions about who will succeed Mubarak, especially in view of a failed assassination attempt.

Democracy's difficulties

Article Abstract:

Brazil has been difficult to govern using democratic methods, and recessions have been accompanied by political instability. Political parties are fragmented in Brazil, and the Congress canot be dissolved by the executive, while the constitution is impractical. States where the population is small carry more weight per voter. There are some signs of political renewal, but there are a number of problems that arise from the political system, and which should be addressed.
