A war too far for Milosevic

Article Abstract:

The president of Yugoslavia, Slobodan Milosevic, has withdrawn some troops and police from Kosovo, Yugoslavia, as part of a peace agreement. The aim was for a verification mission to be sent by the Organization for Security and Cooperation in Europe (OSCE), but this has been slow to materialise, and the delay could allow the Kosovo Liberation Army to gain strength and the security forces may retaliate. The threat of action by the North Atlantic Treaty Organization led to Milosevic's acceptance of a compromise, but he is using greater repression elsewhere in Yugoslavia, and his position appears to be vulnerable.
