Access costs and entry in the local telecommunications network: a case for de-averaged rates

Article Abstract:

A research on the access costs and entry in the local telecommunications network was conducted. Results show that in the provision of local network access there are economies of scale which differ according to geographical location. More importantly, local cost-based rates do not affect universal service objectives. Although, there will be a requirement for pro-competitive regulatory controls to avoid abuse of market power by dominant carriers and the control of entrants by network owners.
