Serbia and Montenegro declared a new nation of Yugoslavia on Apr 27, 1992, claiming to be the legal successor of the old Yugoslavia. The disastrous Yugoslavian civil war leaves Serbian Pres Sloban Milosevic with a ruined economy and few diplomatic allies.

Milosevic has stated that he would resign as president if the current opposition against him grows large. The opposition does not seem to be growing greatly, but they have become more visible through organization.
