The Russian Congress of People's Deputies failed to impeach Pres Boris Yeltsin and reached a compromise to hold a referendum on Apr 25, 1993, with questions written by the Congress. Yeltsin must push for a vote of confidence from 50% of Russia's registered voters.

Article Abstract:

Yeltsin has displayed considerable political skills since rising to power in 1991. A strongly positive mandate could break the Russian constitutional gridlock and reduce the effectiveness of Yeltsin's chief rivals, Alexander Rutskoi and Ruslan Khasbulatov.

The results of Russia's Apr 25, 1993 referendum indicate that a clear majority of Russian voters back Pres Yeltsin's reforms. Yeltsin should use the referendum as a mandate to dissolve parliament and create a new constitution.
