The constraints of development

Article Abstract:

Economic development in some disadvantaged communities in Canada faces certain constraints. The factors that must be determined before the communities are selected for development include the degree of economic need and the potential for the community to succeed at development: this approach eliminates communities that do not need assistance and those with poor prospects for success. The problems of disadvantaged communities that must be faced before economic development can succeed include high unemployment, a shortage of information, and a lack of basic social services. Community organizations that run local development organization (LDO) business ventures are called community development corporations (CDC). CDCs manage the daily operations and investment strategies, determine the employment levels, and earn money for the LDO parents of business ventures.

"Decoupling" and prairie farmers: a more even-handed program

Article Abstract:

Present financial support systems for Canadian Prairie farmers should be replaced with assistance tied to farmers' incomes rather than the production of specific crops. Present income stabilization program are effective only in the short run and, in the long run, serve to increase production and drive down prices, ultimately benefitting consumers, both Canadian and foreign, rather than the farmers. Decoupled support plans will allow for an equitable distribution of support and will alleviate the built-in bias towards grain farmers inherent in the present system. De-coupled assistance program would consist of farm-income insurance, income-stabilization fund, farm-adjustment option, and family-income disaster assistance. The programs are complementary and would give farmers the ability to weather poor times and more flexibly manage their operations.
