Moscow represents only 6% of Russia's population, but the capital city gives the state 24% of its tax monies. Moscow's economic and political power are tremendous, and the situation is causing other cities to have problems with its relationship with Moscow.

Nations have been remarkably inept in planning and designing their capitals. The US is without peer in waiting ten years before the White House and Capitol were built. The costs of planning, design, and construction often escalate to exorbitant levels.
