Beware of the watchdog

Article Abstract:

The United Kingdom Financial Services Authority (FSA) brings together nine regulators and will be one of the most powerful regulators world wide. The bill for the FSA has been published in Jun 1999, and the FSA has less power than in an initial draft of the bill, and also will be more accountable. The FSA will be able to start criminal proceedings by itself. Critics argue that companies may move elsewhere if the powers of the FSA are too great, but this depends on the running of the new authority.

Innovation in stockmarkets has led to new questions for regulators. New competition has appeared, while traditional and regulated markets such as the London Stock Exchange and New York Stock Exchange have tended to respond slowly to technological changes. One question facing the regulators is the extent to which competiton should be encouraged. There is concern about the impact of fragmentation of the market, in contrast to markets for some other goods and services.

Critics argue taht the FSA could damage the British financial services industry, while others are concerned about legislative delays.
