There is growing debate over how the presidency of the EC will be shared, as the EC will expand to 20 or more members. German socialist Klaus Hansch proposes that the presidency should be shared only among Germany, France, Great Britain, Italy, and Spain.

A number of European countries are beginning to voice disagreements over the Maastricht treaty following Denmark's rejection of the treaty. Germany seems reluctant to give up its D-mark for the sake of economic union.
