Failure in Cambodia

Article Abstract:

The UN Transitional Authority in Cambodia has had minimal success in implementing the peace settlement in the country duemainly to the intransigence of the Khmer Rouge. The Khmer Rouge has refused to participate in Phase Two of the Paris peace accords which requires the different factions to confine their forces to specific zones and disarm them. The communist Khmer Rouge is also finding support from other factions in its demand for an 'ethnic cleansing' of Cambodia.
