Can Russia win in Chechnya?

Article Abstract:

Russia was humiliated in the conflict with Chechnya in 1996, and has learnt from mistakes made at that time. Russia has improved news management since 1996, and the media favors the new conflict portraying Chechens as terorists, gangsters and religious maniacs. There have been few Russian casualties. There are problems in explaining the aims of the war. The war will be prolonged if Russia seeks complete victory, and Russian soldiers are ill-trained. Chechens are asking for aid from western countries, but western policyon the issue has yet to be developed.

Article Abstract:

Pres Boris Yeltsin has proposed to streamline Russia's armed forces, prompted by increasing unrest among a military in shambles. But to effect real long-range improvement, either deeper downsizing or higher military spending would be needed.
