Article Abstract:

Vietnam has no immediate plans to open a stockmarket because there are vested interests within the Communist Party which are opposing any moves towards a market economy. Bureaucracy also hinders the privatization of state-owned firms. A stockmarket would attract foreign investment and officials have been talking about setting one up since 1992, however, it is unlikely that one will be set up before the year 2000. Only 14 companies have been privatized since 1992 and they appear to have increased their profits while state-owned companies have not done so.

Article Abstract:

Harshad Mehta was an insurance clerk who became the most powerful broker on the Bombay Stock Exchange and among the wealthiest men in India before a scam he was involved in was exposed in 1992. He is still involved in legal battles and will not be able to become a broker in the near future, or start up a mutual fund. He is able to trade on his own account. Some brokers are optimistic about his ability to build up a new fortune, but the market has changed since he was last active. It is both larger and more tightly regulated.
