China sets rules for Taiwan: Beijing lays down terms regarding post-1997 Hong Kong

Article Abstract:

The new rules China issued in June, 1995, for Taiwanese contacts and activity in post-1997 Hong Kong show Beijing's efforts to make Taipei acknowledge it as the supreme central authority. The seven articles require Taiwanese in Hong Kong to obey the latter's Basic Law rather than simply Hong Kong law, and, unlike for foreign visitors, set out political conditions. China also will not let Taiwanese visit Hong Kong on their own passports. Taiwan should use the Straits Exchange Foundation for post-1997 representation in Hong Kong.

A new China-Taiwan scenario: an accord to end current stalemate is still possible

Article Abstract:

China and Taiwan must recognize pragmatic realities and agree that mainland China will eventually be reunified with the island, but not until both are ready. China, and therefore all other global powers, will refuse Taiwanese independence, and even a UN seat is not feasible without Beijing's nod. China must recognize the drawbacks of forcing the issue, and be patient while developing their relationship. China should forego the use of force while Taiwan agrees not to seek independence, making even a UN seat possible.

Lee's olive branch to Beijing: his inaugural speech provides an opening for a new dialogue

Article Abstract:

Taiwanese President Lee Teng-hui offered to reestablish a dialogue with China in his inauguration speech, but China and Taiwan still have differing understandings of how relations will be improved. China's President Jiang Zemin stated that hostilities can be ended if the two governments agree that there is one China, but Taiwan will be unwilling to give up sovereignty claims. Lee's stated willingness to engage in a diplomatic mission to China is, nonetheless, a constructive first step.
