China's millstone

Article Abstract:

China must make considerable efforts to reform its huge public sector enterprises because they are incurring losses and contributing to the rise in the country's inflation rate. China has made several economic reforms which have resulted in reducing the role of the state sector. However, investment in public enterprises is rising at the rate of 40% every year despite their dismal performance. China must reform its fiscal and monetary policies apart from making changes in the regulatory environment if it wants to achieve privatization.

Problem school

Article Abstract:

The UN University at Tokyo, Japan, is suffering from a lack of funds, purpose and credibility. The new US$100 million university headquarter in Tokyo is devoid of the most basic furnishings, its academic programs are of marginal importance and it is completely lacking in accountability. These problems can be corrected if the university were to be funded by direct subscription from UN members and if an international inquiry were conducted into its future role and management.

Retreat to China

Article Abstract:

The Bank of Japan predicts that Hong Kong will be transformed into China's financial center following the colony's takeover in 1997. The colony's strategic location would enable it to serve as a conduit for foreign investments and loans to China. However, Hong Kong's status as East Asia's financial hub is being threatened by the proliferation of similar financial centers and by a contracting syndicated loan market.
