Pres Francois Mitterrand Prime Minister Edouard Balladur are finding themselves in agreement on many issues, despite their differences in political philosophy. Economic reforms and foreign policy legislation is passing smoothly, but the bleak economic situation could hurt Balladur's popularity.

French Pres Francois Mitterrand voluntarily put ratification of the Maastricht treaty up to a national referendum and was surprised with a dangerously narrow victory. Exit polls show gains for France's two right-wing parties, indicating a probable defeat for Mitterrand's Socialist Party.
