Iraq is expected to negotiate with UN leaders to relax sanctions to sell enough oil to buy food and medicine. The UN Security Council Resolution the talks are based on describes a 6-month deal, which would be the first time Saddam Hussein agrees to anything short of a total end to the sanctions.

Libyan leader Moammar Qaddafi insists it would be in violation of Libyan law for him to hand over the two agents suspected in the Lockerbie plane bombing incident. Western attempts to extradite the men for trial could include a ban on airline flights into Libya.
