Article Abstract:

The North Atlantic Treaty Organization (NATO) has the North Atlantic Council, with civilian leaders who give orders to NATO's commanders. The defense chiefs of NATO may protest if they do not like the guidance they receive from the political leaders. General Wesley Clark is European Supreme Commander, and his post is political as well as military. The US military presence in Europe has been reduced since the Cold War ended. Germany has taken on a more important role as it moves toward rehabilitation as a military power.

Article Abstract:

The wars among the former countries of Yugoslavia have show complacent Europeans that war can still happen on their continent. The influx of middle-class refugees points out that war does not only effect the poor. Solutions to the refugee problem and continued fighting must be sought.

Supporters of European economic union may be disappointed with Gonzalez fourth term. His party lost its working parliamentary majority, which will make it difficult to produce the kinds of labor reforms and low inflation policies which the EEC will require.
