Defeats and victories in Brazil's war on poverty

Article Abstract:

Brazilian social policy faces a challenge with recession, after having been successful in terms of reducing poverty levels. Brazil is a particularly unequal society, despite high levels of social spending, and this is because much government spending has gone toward the relatively well-off. This is especially true for the pension system, since the poorest are usually in informal economic activities, so do not benefit from pensions. Education spending also tends to favor those at university rather than basic education. Pension reform was planned as a way of cutting the budget deficit and of freeing funds to tackle poverty, but the Supreme Court has decided against the pension legislation.

Fighting drugs: Mexico

Article Abstract:

The assassination of the cardinal archbishop of Guadalajara created a sharp public protest against the Mexican government's failure to control drug dealers. This lead to the arrest of Joaquin Guzman, alleged head of the Sinaloa cartel, and exposure of corrupt officials.

A spoonful of sugar: Mexico and Brazil

Article Abstract:

Brazilian politicians traveled to Mexico to study its social welfare program, which has expanded greatly under Pres Carlos Salinas. Brazil would like to copy its success, but they must first put their own economic house in order as Mexico has done.
