Defensive strategy wins

Article Abstract:

Credit Lyonnais' Asia-Pacific Growth Fund has improved by 42% between 1991 and 1992 due in large part to senior manager Tammy Chow. Although the past year has been difficult for fund managers, Chow has managed to make the Asia-Pacific Growth Fund emerge as the top performing fund in Eastern Asia. To achieve this, Chow had to avoid all high risk investment areas such as Japan. With her experience in Japan as an analyst for both Barings Asset Management and Barclays de Zoete Wedd Investment Management Inc, Chow expects the Japanese economy to remain weak in the present financial year.

The lion that peeped: Chinese regulator doesn't amount to much

Article Abstract:

The Hong Kong financial community's feelings about the China Securities Regulatory Commission have shifted from fear it would be too aggressive to concern it is ineffective. The CSRC, set up in 1993, has no legal backing and is routinely ignored by companies and other ministries. Current head Zhou Daojiong has done little to inspire fund managers' confidence, and the group's more respected staffers have left. CSRC Vice-Chairman Li Jiange may help, as could an expected national securities law.

Article Abstract:

The longstanding conflict and tension between Hong Kong's stock exchange and its Securities and Futures Commission persists despite Edgar Cheng's selection as exchange chairman and Anthony Neoh's appointment as SFC head. While post-1997 questions and debate over whether the exchange needs a floor go unresolved, the two bodies feud over whether the SFC should promote as well as regulate the exchange and whether stock exchange should be made a public body under another regulator.
