Development plan slippage

Article Abstract:

It is a government requirement that district development plans are with the Department of the Environment by 1996. A survey shows that only 90% are likely to meet this target. Many reasons for the delay have been offered, one is lack of resources and experience. More objections to plans are being received which cuts down on time available for new plans. Delays are also occurring because authorities are carrying out reviews of property as part of the development plan strategy which lengthens the process.

Environmental resources and energy in the United Kingdom: the potential role of a national spatial planning framework

Article Abstract:

The UK's town and country planning system plays an important part in the protection of the environment but there has been slow progress in establishing environmental resource management as a central criterion of the system. The formation of a national spatial planning framework may provide many opportunities to accelerate the application of sustainable resource management. The main trends in the state of the environment are analysed.

Consultants and development plans

Article Abstract:

Local authorities are increasingly using outside consultants for many tasks, including planning. Spending on planning policy has increased 12% (1990-91 figures) in some areas. Some local authorities are not keen on this development as they see it as a threat to their jobs. It is argued that consultants have a place alongside local authority planners to ensure a successful outcome.
