Talks are being held over the possible disarmament of the Irish Republican Army (IRA), and issue which has been an obstacle in the peace process. Agreement may be reached, but problems could still follow, and there may be no definitive moment when peace can be said to have been achieved. Failure of the talks could still mean bloodshed in summer 1999. There is pressure toward peace over the long term, and the setting up of a government in Northern Ireland including Sinn Fein and the Ulster Unionists would be progress.
